should be easy to catch with all the cameras on street lights, etc if i had to guess i'd say 95% of the people that claim packages weren't sent (from stuff like ebay) actually got the stuff and then blame it on neighborhood theft/post office/ups... this happened to me as a seller, even with delivery confirmation the scammers will claim they didn't get it. and i would hear stuff like that about people in the neighborhood stealing packages, i asked one lady why she bought stuff on ebay if she knew it had a high likelihood of being stolen. of course she didn't care because she knew the seller was out, not the buyer whose fault it was.
