I don't know if the mayor knew at the time, but this particular officer had a history, since the academy, of racist comments, and racially-motivated misbehavior. His file was thick with bullshit. I agree that if the mayor ASSUMED it, that would be irresponsible. If he was briefed on that (it doesn't take long to call over to the police department to get that info), then fair play.
