Obama received permission from Patrick to use some of his phrasing; Patrick assisted Obama. He was granted permission, therefore it is not plagiarism. It's not plagiarism when you are granted permission to use the words, have the same campaign manager, and use the same speech writers. Obama said he wish he credited him since he technically said it first, but it certainly is not plagiarism to use something you have permission to use, and when your speeches are written by the same people.
