Simple example, "like playing russian roulette with bullets in all the chambers" directly implies that any and all use of fetanyl is lethal which is of course completely false FWIW, the cite in the article mentioned '5 million' not 500 million. For example, in most jurisdictions w criminal penalties for cannabis cultivation a fully sprouted cannabis plant is treated as "one full plant" with most common default weight being one pound per plant.
