They can legally engage the ATF and the FBI to assist. BUT, the US Army is off limits. Texas would likely engage the Texas Rangers to stop any federal agencies at the border. THEN... It's up to Biden... But any Texas National Guard member federalized would be disregarding legitimate orders from their state national guard to stop federal authorities crossing into Texas.
