They all dropped the ball or weren't in the game early. To make matters worse, each level has spent considerable time and energy playing CYA and the blame game, instead of setting aside their differences and saving lives. A lions share of the tactical errors seem to belong to leadership at the state level, enforcement errors local and communicative errors, plain bullshit, lack of focus and partisan hackery at the Presidential level.
