When I lived in NY, got all my car work done at the Willet’s Point Junkyard (as seen in Kiss of Death). Looks similar to where you went today. I dont pay for that , I went in one time with a nail and they said it was too close to the sidewall and they still gave me a prorated discount on a new tire, because the tire was fairly new i only paid about $20 for a new tire.
