You would have to be able to read implants.  At least someone would. Otherwise, it's pointless.  Where would these scanners be placed?  And who would be authorized to scan you?  They also couldn't run off of batteries and they'd need to be RFID or some other technology - a technology that would require the ability to write changes of their contents when getting new vaccines/treatments/recovery statuses while being secure enough to not be rewritten by a nefarious hacker.  That technology does not exist and likely never will.  And that's just the technology side of it.
