Now if an area is 95% one race they are in effect rating a race, but keep in mind all rates/prices have to be approved by the States Dept of insurance and justified from a claims/loss/prem collected ratio. Companies marketing depts have very little to do with their rates. The Dept of Insurance and the skill of their underwriters are what effects prices. Women should be charged more for health insurance since they have babies and are more expensive. But they have a better lobby. On the other hand, men are crazy so they are a bad risk with the car.
