If it becomes legal in the US, presumably betting offshore becomes legal too, in which case payment processing to offshore becomes a lot easier. Offshore books could advertise in the US. Offshore already tops Vegas books in terms of the variety of markets they offer as well as in promos. Vegas books are worse than offshore books in almost every way except for ease of payment processing and safety. They pretty much all have these types of rules. The rules don't matter. At the end of the day the only thing stopping them from stiffing is reputation and the fear of cooling new deposits.
